UPDATE: - (10-24-07 am) Statement from the City of San Diego: As of 7:00 this morning, the Otay Mesa voluntary evacuation has been lifted. Also, Del Mar Heights and Carmel Valley can be re-populated. This encompasses the following grid: south of the city limits, west of Rancho Santa Fe Farms, east of Interstate 5, north of Highway 56.

Statement from the County of San Diego: FALLBROOK EVACUATIONS Reverse 9-1-1 was used to issue mandatory evacuations in the communities of Bonsall, San Luis Rey Heights and Winterwarm on the north side of Highway 76. Residents should use Highway 76 heading west away from the fires.

 

SHELTER UPDATE IN OCEANSIDE The Oceanside Police Department reports that the shelter at El Camino High School is full and evacuees should to go to MiraCosta College at 1 Barnard Drive off of College Avenue, north of Highway 78 in Oceanside.

Statement from the County of San Diego: I-5 FREEWAY CLOSURE The California Highway Patrol reports that Interstate 5 is closed in both directions between Las Pulgas Road and Basilone Road in the area of Camp Pendleton due to heavy smoke.

Statement from the County of San Diego: BIRCH HILL EVACUATIONS Mandatory evacuation Reverse 9-1-1 calls have been sent to 167 residents in Birch Hill near Palomar Mountain. Residents should go to the Temecula Community Recreation Center at 30875 Rancho Vista Road in Temecula.

Statement from the County of San Diego: DE LUZ EVACUATIONS The Sheriff’s Department has activated reverse 9-1-1 calls to alert the residents of De Luz of a mandatory evacuation. De Luz is north of Camp Pendleton. Residents are advised to evacuate on De Luz / Murrieta Road north or Sandia Creek Drive north toward Riverside County. CAMP PENDLETON FIRE UPDATE The Horno Fire at Camp Pendleton has burned 6000 acres and is moving north and west between Las Pulgas Road and the Border Patrol Checkpoint. Camp Pendleton requested the closure of train service, and Metrolink has confirmed that service is shut down from Oceanside to San Clemente.

Statement from the County of San Diego: EXPANDED I-5 CLOSURE The California Highway Patrol has expanded the Interstate 5 closure. The freeway is closed in both directions between Highway 76 and Cristianitos Road due to the fire at Camp Pendleton. Traffic at the south end of the closure is being diverted to Camino del Rey to Old Highway 395 to Interstate 15.

UPDATE: - (10-24-07) Statement from the City of San Diego: ... residents in the Northeastern section of Rancho Bernardo on the border of the City of Poway are being allowed to return to their homes. SOUTH of Paseo del Verano North, EAST of Pomerado Road, NORTH of Espola Road, and WEST of the City of Poway.

Statement from the County of San Diego: City of Poway partially reopened City of Poway assessment teams have determined that the entire city except for the High Valley area is safe for residents to return to their homes.

Statement from the City of San Diego:The following grid has been approved for re-population: Rancho Penasquitos North of Highway 56, west of Interstate 15, east of Rancho Santa Fe Farms, south of Rancho Bernardo Road.

Statement from the County of San Diego: Evacuation Notices Lifted for Two Escondido Areas Escondido officials are allowing residents to re-enter the Sonata and Sierra Linda neighborhoods.

Statement from the City of San Diego: Three remaining areas remain closed to City residents: North Rancho Bernardo along the east side of I-15, north of Paseo Del Verano Norte, and the communities of Westwood and the San Pasqual Valley. A map of the areas of Rancho Bernardo still closed can be found on the City's website at www.sandiego.gov. The City will announce when those areas will be open for repopulation. For those whose homes are located in areas still closed, members of the San Diego Police Department will provide escorts to those residents who are in need of specific items such as medicines or items of personal safety. Representatives from the PD are present today and will remain present over the next couple of weeks to provide these escorts. The Local Assistance Center established by the Mayor is the place for residents to come to access a police escort to the areas that are presently closed. The City STRONGLY DISCOURAGES residents of the areas that are closed to attempt to access there homes without a police escort as these areas remain unsafe and may have fire hotspots. The vast majority of the City is now open for repopulation which is a major step forward toward allowing folks back into their homes and beginning recovery efforts. MAYOR OPENS LOCAL ASSISTANCE CENTER The Local Assistance Center opened by the Mayor will be open for business beginning at 3 pm today. The center will be open from 7 am to 8 pm Monday through Friday, 8 am to 4 pm Saturdays and 9 am to 2 pm on Sundays. The Center is located at the Rancho Bernardo Glassman Recreation Center at 18448 West Bernardo Drive, San Diego, 92127.

Statement from the County of San Diego: Evacuation Alert for Residents along Highway 94 Residents living along the Highway 94 corridor should prepare to evacuate. The returning onshore flow has moved the Harris Fire to the northeast threatening structures from Jamul to the east and to the Jamacha community to the west.

Statement from the County of San Diego: Hidden Meadows evacuation notice lifted Evacuation notice for the community of Hidden Meadows has been lifted. Residents who have evacuated the area are allowed to return to their homes. Mountain Meadows evacuation notice lifted Evacuation notice for the community of Mountain Meadows has been lifted. Residents who have evacuated the area are allowed to return to their homes.

UPDATE: - (10-25-07) Statement from the County of San Diego: Property owners whose property was damaged or destroyed during the recent firestorm that property tax relief is available. This tax relief program requires the reassessment of the property to reflect its damaged condition. The reduced value will remain in effect until such time as the property is rebuilt or repaired. More importantly, after the property is repaired or replaced, the owners can retain their previous taxable value if the property is rebuilt in a like or similar manner. This means that the property tax assessment will not be increased beyond what it was prior to the fire.

Statement from the County of San Diego: Evacuation Notice Lifted for Escondido All areas within the City of Escondido previously evacuated have been re-opened to residents. Evacuation Notice Lifted for County’s Portion of 4S Ranch The County of San Diego has lifted the evacuation order its portion of 4S Ranch. All of 4S Ranch is now re-opened to residents.

Statement from the County of San Diego: County opens Rancho San Diego Local Assistance Center To help affected residents recover from the wildfires, the County will open three Local Assistance Centers (LACs) in the unincorporated areas. The first of these will open at 9:00 am, at Cuyamaca College at 900 Rancho San Diego Parkway, El Cajon, 92109. Although portions of Rancho San Diego are still under evacuation orders, the area of Cuyamaca College is not. The opening of the LAC in Rancho San Diego does not mean that there is a blanket lifting of all Rancho San Diego evacuation orders; only the areas already announced for reentry are accessible, including the location of the Rancho San Diego LAC at Cuyamaca College. LAC hours are as follows, effective immediately: Hours: Monday - Friday 8 a.m. to 7 p.m. Saturday 8 a.m. to 5 p.m. Sunday 9 a.m. to 2 p.m.

Statement from the County of San Diego: Evacuation Notice Lifted for Olive Hill Area of Fallbrook The County of San Diego has lifted the evacuation order for parts of the Olive Hill area in Fallbrook. They include: --All residents that have access to their homes from Highway 76 to Burma Road. --IDs will be checked All other areas in Bonsall, south of Highway 76 are open and require no check-in.

Statement from the City of San Diego: All residential areas of the city of San Diego are now open and available for repopulation. The exception is the fire-damaged La Terraza condominium complex at 10878 Poblado Road. CORRECT STREET NAME IS POBLADO ROAD. I APOLOGIZE FOR THE ERROR. All areas of north Rancho Bernardo along the east side of Interstate 15, north of Paseo Del Verano Norte and the community of Westwood are now open for access to RESIDENTS ONLY. In addition, access to city of SD areas in the San Pasqual Valley are still limited by ongoing road closures near the intersection of San Pasqual Valley Road and Old Milky Way.

Statement from the County of San Diego: Rancho Santa Fe evacuation order partially lifted Residents of Rancho Santa Fe can reenter their homes with the exception of the following: Del Dios Highway the community of Del Dios Reentry access will be limited to residents only on the following streets: Las Colinas El Mirador La Valle Plateada El Vuelo Zumaque El Sicomoro Street

Statement from the County of San Diego: San Diego County residents directly affected by the 2007 Wildfires, such as those who have lost homes or income, may be eligible for Emergency Food Stamps, and will be able to apply for them at County Family Resource Centers and the four Local Assistance Centers set up to help wildfire victims. The United States Department of Food and Agriculture (USDA) has made Emergency Food Stamps available for fire victims in identified disaster areas on a one-time-only basis if they meet specific eligibility requirements. In addition, families who currently receive Food Stamps may be eligible for increased levels if they were affected by the fires. Residents may apply for Emergency Food Stamps at the two Local Assistance Centers (LACs) currently open in Rancho San Diego and Rancho Bernardo. Fire victims will also be able to apply at the LACs in Fallbrook and Ramona when the evacuation orders are lifted. Applications for Emergency Food Stamps will be accepted from Thursday, Oct. 25 through Saturday, Nov. 3. Complete instructions and eligibility guidelines for Emergency Food Stamps are available from the Public Assistance Information Line, (866) 262-9881.
